Beginning in 2004, The Aparel Human Resources Council (AHRC) and Human Resources Development Canada (HRDC) commissioned a Labour Market Update Study by Richter Consulting on behalf of the Canadian apparel industry.
The report's key objectives were as follows:
Survey the impact of WTO and concessions to LDCs on the industry’s existing workforce;
Identify new positions and skill sets that will be needed in order to face the challenges of a market totally open to imports; and to
Allow the AHRC, the industry and governments to assist in the regional and national restructuring of the industry workforce.
